Expatriate Senior Locally Engaged Integrity Officer (LEIO) – Guangzhou or Shanghai
The Expatriate Senior Locally Engaged Integrity Officer (LEIO) position works under the broad direction of A-based officers. The Senior LEIO position plays a critical data and fraud analysis role within the North Asia Regional Integrity Team. The role undertakes detailed analysis of information sourced from multiple data sources to manage and report on integrity issues in the caseloads across China, including visa cancellations. The role also provides leadership to a small team of Expatriate LEIOs spread across multiple locations in China.
The vacancy will be filled at the LE6 level with an annual salary dependant on location (the current LE6 starting salary per annum for Guangzhou is CNY274,112 and Shanghai CNY326,862). Non-Chinese National employees receive an allowance that equates to the compulsory employer costs of PRC and Provincial Social Insurance schemes, less any payments for the Australian Superannuation Guarantee (currently 9.5%). The position is available on a 12-month contract basis with the possibility of extension.
Applicants must be citizens of Australia and eligible to work at a diplomatic mission in either Guangzhou or Shanghai. Employment will be subject to a satisfactory medical and police/security checks.
Relocation costs are at the expense of the officer, including travel, personal effects and accommodation in China. The successful applicant must have permission to work in China however the relevant Consulate can provide a supporting letter to assist in obtaining an appropriate work permit in China.

Roles & Responsibilities
The Senior LEIO has a broad set of responsibilities. Duties may include but are not limited to:
- Provide support to the SMO(I) and PMO(I) in the identification, analysis and reporting of factors contributing to unlawful travel and entry to Australia, including people smuggling, and irregular movement of people.
- Assist decision-makers in the identification of caseload fraud, in particular document fraud.
- Assist the SMO(I) and PMO(I) in the provision of training to Department of Home Affairs (HA) operations staff and other government and non-government stakeholders.
- Manage the day to day functioning of the Integrity Unit’s database dealing with caseload fraud and work with internal visa processing and information systems.
- Supervise and provide leadership to other Expatriate Integrity Officers located in both Guangzhou and Shanghai.
- Draft and coordinate dissemination of fraud profiles and integrity alerts to other HA staff to assist them in risk managing visa decisions.
- Assist with other duties within the HA office as required during peak visa processing periods and referral peaks, including the possibility of making decisions on visa applications.
Selection Criteria
- Ability to undertake the identification and analysis of data and to report findings.
- Demonstrated ability to communicate effectively, both orally and in writing in English.
- Capacity to interpret and apply DIBP legislation and policy and exercise decision-making delegations.
- Ability to set priorities and organise workloads to achieve outcomes and meet deadlines.
- Demonstrated ability to guide and lead staff and to work effectively with other team members, including demonstrated capacity to work flexibly and adapt to changing requirements.
- Capacity to use the department’s computerised systems and be an effective user of Microsoft Excel and Access.
