The Department of Foreign Affairs and Trade (DFAT) section of the Australian Consulate-General Guangzhou has a vacancy for a locally engaged staff to fill the following position:
Accounts / Travel Assistant

This is a permanent position. Salary for this position will commence at RMB 10,276 (LE 5) per month.

JOB DESCRIPTION
Purpose:
To administer the Consulate’s cashier and travel functions inclusive of day-to-day cash handling and banking, administrative processes and travel arrangements.
Dimensions and Limits of Authority:
Responsible for the management of the Consulate’s cashier and travel functions in accordance with the Finance Management Manual (FMM), the Service Level Agreement (SLA) and better practice principles.
Duty Statement:
Cash Management (36%)
Perform the functions of cashier, including the banking of collections into official accounts, managing the petty cash advance and cashier's advances, and making appropriate revenue entries into SAP. Management of postal order remittances. Reconcile post machine collection. Liaise with post’s bank, and work to ensure favourable and efficient conditions. Manage post’s electronic banking system and cheque signatures updates. Process expatriate salary, Australia-based officer pay cables, and salary transfers to hard currency.
Administration (35%)
Prepare forms (FMA001) for payments, and input data into SAP. As cheque-signing officer, prepare and issue cheques drawn on the official bank accounts. Manage post's register of advances and debts. Calculation of other debts and distribution of debt notices, including travel acquittal. Follow up recovery of debt notices. Ensure appropriate, accurate and up-to-date filing in EDRMS/TRIM for all accounting and travel matters.
Travel (25 %)
Liaise with post’s travel providers to ensure appropriate services received. Follow up travel issues and complaints. Undertake airline, train, and hotel reservations, and purchase tickets for Consulate personnel, official visitors, delegations or other persons as required. Obtain fare quotes for official travel. Calculate travel advances and process acquittals. Provide instruction on travel policy to staff members.
Act as Accountant when incumbent on leave. (2%)

Selection Criteria:
1. Ability to demonstrate attention to detail under deadlines. Ability to interpret and adhere to Consulate accounting and travel practices.
2. Experience with cash management and travel bookings. Previous experience working in a Consulate environment would be an advantage. A degree in accounting/finance and/or equivalent 3 years experience in an accounting/finance role would be an advantage.
3. Fluent in written and spoken English and Mandarin, Cantonese language skills would be an advantage. Strong communication skills with a sound ability to interpret and translate between these languages. Proven ability to deal with a wide range of clients, from a variety of cultural backgrounds.
4. Good knowledge of computer applications in particular Microsoft Office. Ability to work with SAP and Consulate-specific software.
