The Department of Foreign Affairs and Trade (DFAT) section of the Australian Consulate-General Chengdu is seeking applications for the locally engaged staff position of Public Diplomacy/Research Officer and Administrative Officer.
About the Australian Department of Foreign Affairs and Trade (DFAT)
The role of DFAT is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas.
DFAT provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian Government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the position
The Public Diplomacy/Research Officer assists the Consulate-General’s public diplomacy efforts promoting a positive image of Australia; and undertakes research on political, economic, trade, social and cultural issues in Southwest China, including media summaries and translations. The position delivers public and economic diplomacy events across the consular district, manages alumni engagement, media engagement and oversees social media output. The position also provides administrative support to Australian-based officers and where required, performs back-up Executive Assistant functions to the Consul-General.
The position is a part-time non-ongoing role with the weekly working hours of 18.5 hours. This position is ideal for someone seeking a flexible work opportunity.
The key responsibilities of the position include, but are not limited to:
Public Diplomacy
- Plan and deliver public, economic, cultural, sport and science diplomacy events and functions;
- Develop and strengthen strategic relationships, negotiate and liaise across a broad range of stakeholders including in government, media, and non-governmental organisations;
- Assist with the strategy for and implementation of a creative media campaign to advance Australia’s interests and strengthen engagement with key opinion leaders in Southwest China
- Assist with managing the Consulate’s social media accounts, including drafting content, editing, technical maintenance, monitoring and reporting; and
- Develop a database of Australian alumni in Southwest China; and manage engagement with alumni, including organising events to bring alumni together.
Research
- Provide media summaries/reports and translations of Chinese media articles as required;
- Under limited supervision, undertake political-economic research on key developments in the consular district, assisting with reports and briefings as required;
- Prepare correspondence, including third person notes, and translation of documents; and
- Arrange meetings and appointments for A-based staff, and accompany them, including providing interpreting assistance, when required.
Administration
- When required, provide back-up Executive Assistance to the Consul-General by performing the following functions:
- Manage the Consul-General’s diary, including prioritising appointments, commitments and movements, and facilitate when required;
- Arrange Consul-General’s provincial travel, including booking flights, accommodation and ground transport;
- Assist with arrangements for official hospitality hosted by Consul-General;
- Maintain records of the Consul-General’s activities and assist with representation administration; and
- Manage the Consulate-General’s contacts database and gifts register.
- Provide administrative support to Australian-based officers.
Qualifications/Experience
- Strong knowledge and awareness of the political, economic and media environment in China, specifically Southwest China. Understanding of Australia’s environment would be an advantage;
- Ability to engage media and other organisations, organise public activities and programs, including managing complex events, liaison, planning and implementation, paying close attention to detail;
- Excellent oral and written communication skills in both English and Chinese, ability to assist with interpreting, translating and drafting formal Chinese and English language documents;
- Demonstrated sound judgement and proven ability to solve problems, be flexible and adapt to new tasks and situations;
- Ability to prioritise and meet deadlines and to work effectively as part of a team; and
- Good interpersonal skills, including the ability to collaborate with colleagues as part of a small team and develop good working relationships with a wide range of stakeholders
Additional information
The position is initially for a period of 12 months. The successful applicant may be offered a further contract. The successful applicant is required to complete relevant pre-employment procedures, such as health and background vetting, before commencement.
