The Department of Immigration and Citizenship (DIAC) section of the Australian Consulate-General Guangzhou is seeking applications from Australian citizens and diplomatic visa holders, for the following Expatriate Level 7 vacancies:
1. Senior Decision Maker
2. Locally Engaged Integrity Officer (LEIO)
The successful applicant must have or be able to obtain an Australian Government security clearance. Locally engaged terms and conditions of service apply. The successful candidate will be responsible for their own transfer and ongoing costs associated with working in China. If necessary, the Consulate will provide a letter to assist in obtaining an appropriate work visa for China. An order of merit may also be established to fill any other short or long-term vacancies that may arise in the next twelve months.
Salary for this position will commence at RMB 314,096 per annum. These positions are for an initial contract term until 30 June 2013, with option for renewal of 6-12 months depending on operational need.

SENIOR DECISION MAKER
Job Description
The Senior Decision Maker currently has responsibility for:
• making decisions on complex cases and managing a small team of expatriate visa decision makers;
• demonstrating a keen understanding of the strategic aspects of Australia’s Permanent Entry program as it applies to the Guangzhou office and broader East Asia region;
• contributing effectively towards the management of program delivery goals including reporting on statistics and identifying trends in the caseload;
• leading a team of decision makers to deliver timely, lawful and quality decisions on a range of visa applications within service standards.
• providing guidance, management and mentoring decision-makers to develop and maintain productive and harmonious relationships within the team.
Duty Statement
1. Manage and lead a team of expatriate staff in deciding visa applications for permanent entry to Australia.
2. Support the PEU Manager and the A-based officer in charge to deliver the program’s goals in terms of program deleivery, service standards and policy input.
3. Ensure team members are adequately equipped in terms of information, training and skills so each individual can contribute to the overall team objectives.
4. Ensure consistency and quality of visa decisions is maintained.
5. Prioritise and organise workflows within the section to ensure service standards are met.
6. Work collaboratively with other teams, including the Integrity Team, to ensure program integrity is maintained.
7. Regularly review and refine processes to find efficiencies.
8. Prepare written correspondence including letters, decision records and reports.
9. Communicate with clients and their representatives by telephone and in person.
10. Oversee the maintenance of decision record and letter pro-formas for accuracy and legality.
11. Assist with other duties or projects as operational demands require.

LOCALLY ENGAGED INTEGRITY OFFICER (LEIO)
Job Description
The Integrity Unit in Guangzhou is responsible for seven (7) provinces and its primary role is:
• monitoring, recording and analysing non-compliance data;
• combating irregular people movements;
• supporting the government’s unauthorised arrivals strategy;
• identifying and countering malpractice in the visa and citizenship caseloads;
• training and providing guidance to operational teams on compliance and integrity issues;
• managing stakeholder relationships; and
• reporting.
Duty Statement
Under the direction of the Principal Migration Officer (Integrity) and Senior Migration Officer (Integrity) Guangzhou:
1. Provide support to the SMO(I) and PMO(I) in the identification, analysis and reporting of factors contributing to unlawful travel and entry to Australia, including people smuggling, and irregular movement of people.
2. Assist Decision Makers in the identification of caseload fraud, in particular document fraud.
3. Undertake field visit trips including site visits as well as reporting and analysis as appropriate.
4. Assist the PMO(I) in the provision of training to all DIAC operations staff and other government and non-government stakeholders.
5. Manage the Integrity Unit’s various databases dealing with caseload fraud, including filing systems relating to document fraud and malpractice in the visa caseload.
6. Maintain and work with the visa processing system other other local fraud control information systems.
7. Draft and coordinate dissemination of fraud profiles and integrity alerts to other DIAC staff to assist them in risk managing visa decisions.
8. In consultation with LEIO at the other China posts, maintain and contribute to the development and maintenance of a standardised fraud database for the PRC and East Asia Region.
9. Assist with other duties within the DIAC office as required during peak visa processing periods and referral peaks, including making decisions on visa applications.
Selection Criteria
1. Ability to undertake the identification and analysis of data and to report findings.
2. Demonstrated ability to communicate effectively, both orally and in writing in English, and to conduct interviews.
3. Capacity to interpret and apply DIAC Legislation and Policy and exercise decision-making delegations;
4. Ability to set priorities and organise workloads to achieve outcomes and meet deadlines;
5. Demonstrated ability to work effectively with other team members and the capacity to work flexibly and adapt to changing requirements;
6. Capacity to undertake clerical/administrative duties using the department’s computerised systems. A thorough knowledge in the use of Microsoft Access and Microsoft Excel is desirable.
